Although the car driver should have had the radio at a volume they could hear outside noises AND been observant of their surroundings, that emergency van was a double-barreled idiot for going through that intersection, obviously on a freshly turned red, at such a reckless speed. I rate 80-90% fault with van.

Does not look like a vehicle that should be running code 3's and that is why in America cops running 3's still slow down in intersections.
