@illegal_smile when I was young and learning about electronics I came up with an idea to put a charged electromagnetic toroid (looks like a donut) around the outside of a toilet as is would negate any mistake men have with their aim thus reduce family conflicts lol

@Fresh2Death electromagnetism, the static electricity generates an electromagnetic field around the balloon and water being conductive will interact with the field. Wont work so well if you turn the tap up to much though so best done with a trickle.

Nope, don't think so. To be attracted to a static electric field, a solid, or liquid, must contain electric charges. Water is not charged (if not dissociated by an acid). Dissolved elements like calcium chloride will be present in hard water as ions (charged particles) that will react to a static field.
