Looks like a tidal surge from an estuary or the mouth of a delta. Catch those places at the right time in the tidal flow and you can see all kinds of weird waves and other hydraulic phenomenon. I once watched a stationary wave at Mismaloya beach in Mexico (where the movie "Predator" was filmed) that lasted for a half hour in one spot.

the last time I saw a wave like that I was fishing on the Texas Louisiana border. Something took my line and started to run! I tighten up on the drag a bit and fought like hell with this thing for 1/2 an hour. Finally it must of weaken because it was coming in! About that time it gave a huge tug and so did I! I tugged so hard that whatever it was come up out of the water, flew past my head and ran up a tree, and to this day I never saw what the hell that thing was!
