This was recorded yesterday morning in a square in Voronezh, where it's common, apparently, to see a lot of homeless people around 7am when people start heading to their jobs or whatnot.
The person who recorded this noticed the man was still there at 10:30, the time he started recording. He was horrified the man had died, but was stunned nobody even bothered to check. He called the police, and they arrived at 11:00am.
