most chinese actually can't read. In Hong Kong I had the hotel write addresses in chinese on paper for taxi drivers and a couple of times the taxi driver actually took the note, looked at it for a while and then asked another bystander "indications" which to me looked like an excuse to have someone else read it.

It's a highway sign. And the place is not a highway.
So, it seems to be a used sign (put upside down to prevent confusion). And it's waiting for advertising to be put on. Or there is something on the back.

Putting a sign upside down seems to be a universal convention that means "Don't readthe sign, it is used only as a board"
