The countries that lose the benefits of nuclear weapons and missile tech are NK, India, Pakistan, Israel, Germany (Missile Tech only), Iran (Missile Tech only), Syria (Missile Tech only), Russia, China, France, UK and the USA. These 12 nations would be placed a few places higher if nuclear and missile tech was included (in an all out war, these two things will really benefits the labelled nations).
