I know four things with a fair degree of certainty:
This barefoot, civilian-clothed old man wasn't Syrian army.
The people filming this weren't Syrian army.
The Syrian army have no qualms about shooting civilians.
The bozo shooting around the corner in the direction of the "sniper" is FSA.
While the FSA are just as barbaric and inhumane, considering the above, the parsimonious conclusion is that it is more likely to be a Syrian army shooter.

The warzones are everywhere, I'd guess it would be kind of easy to accidentally wander into and urban one. I still don't think if I was a sniper that every single person I saw whether they be old or young is a target and is to be engaged on sight.
