My best guess is that the original planting of tulips is due for a change as they have matured and the location will be replanted with new flowers and the old ones go and the city gives them away.
Something like that is done in Sydney where the city government (City of Sydney) plants all kinds of flowers, herbs, vegetables, young fruit trees (no fruit) for display in huge metal baskets around the center of Sydney and when they are due for a change the baskets are taken away and the plants given More..

@Triode - a similar scenario in Portland Oregon every year with the city planter boxes. a first come first serve basis. but man you have to be early and fast.

Perrenials like those big beautiful tilpis are,s swapped out on plantings like that.They could easily plant annuals right on top of them once they go dormant anagin in a few weeks, and there is plenty of room between the plots for other plantings. That's just theft.
