Many of the good cars in Russia are stolen from Europe and America. Until that changes, the relations with Russia will not be "normal". Russia must adopt the VIN system of vehicle identification or remain losers in the opinion of non-Russians.

It's funny but last stats show more stolen cars in Russia are sold in Europe than vice versa. And custom clearance of north america's stolen car are impossible or very-very expensive, not worth it.
