The US stated that they had no interest in arab affairs i.e. Kuwait conflict, so essentially gave Iraq the OK to go into Kuwait. They invaded anyway. Post US invasion in early 90s shows the country went from being a high middle developed country to the bottom end of middle developed after 'Desert Storm'. WMD sanctions did this.
