Ok,,,, I'm guessing this is a someone's way of stating their opinion on muslim (?) immigration to England, the danger they see in it, and the willful ignorance about it on the part of officialdom and the mainstream media in Britain,,, all without ever talking about muslims. its an old reference to the exodus of war criminals (snipers who killed civilians etc) from the Yugoslavian conflict in the 90's. The entire war was sniper vs. sniper or sniper vs. civilian.
