DARBY TWP., Pa. - December 29, 2011 -- An elected official and former
Darby Township police officer has been charged with using his position
to commit sexual crimes against women.
The Delaware County
District Attorney's Office says Kevin Walker, a former Darby Township
police officer and elected state constable for the city of Chester where
he lives, harassed, threatened, stalked and in one case, raped
vulnerable women while on duty.
In a statement, District Attorney
G. Michael Green said, "As alleged in the Affidavits, the defendant
used his position as a police officer to prey upon and violate women in
vulnerable circumstances, and in doing so, he breached the public's
trust."

Darby
Police Chief Leonard McDevitt who just took over the department this
year says an investigation into Walker started over the summer.
He was suspended and later fired.
Documents
state during a traffic stop, Walker arrested one victim who was
pregnant at the time, accused her of drug possession, threw her in a
jail cell and made her commit a sex act before releasing her.
Another woman says she had sex with Walker five or six times inside the station because she was afraid he would arrest her.
A
third woman says after Walker responded to her home for a domestic
assault, he repeatedly called her and sent her text messages.
"I've
seen no forensic evidence, no scientific evidence no physical evidence
in any way, shape, or form that would back up any of the accusations,"
Walker's attorney Jacquie Jones said.
Walker's attorney says the
father and husband won't be doing any of his elected constable duties as
he fights to prove his innocence.
As a constable he worked for the courts and transported defendants.
"He's
a person that always has been friendly, always been open, always been
willing to give a hand and help someone and I think right now he's more
hurt than anything," Jones said.
Upon becoming aware of the
allegations and conducting an internal investigation, the Darby Township
Police Department in July 2011 suspended Walker with the intent to
terminate.
On Thursday, Chief Samuel Ziviello of the Delaware
County Park Police and Director of the Constable Transport Team,
suspended Walker without pay pending the outcome of the charges.
Walker is out of jail on a $50,000 bail.
Also as a condition of bail, Walker has to turn over his guns and any law enforcement equipment.
