there are printers capable of this available for under $1000. All you need to print is the small lower receiver, which is already commonly made of polymer type plastics. All other parts are currently unregulated.

YOU ARE WRONG! It is not illega to mill your own Receivers! Regardless if they are plastic, or steel. Why? Because the rifle is still detectable as plastic, and today you can un-milled receivers and mill them yourself, without serial stamps to. You just can not resale the receivers.
