Spanish police arrested three people suspected of trying to promote radical Islam in the Basque city of Vitoria. The three detained distributed CD's and mp3 files calling for "jihad" among the city's Muslim community.
Police began investigating the Vitoria cell in December and moved to arrest the three on orders from Spain's High Court.
Last month Spanish authorities arrested 14 suspected Islamist militants in Barcelona where its alleged they were plotting to attack the city's underground system, four have since been released.
Today's arrests come three weeks before Spain's general election.
Three days before the country's last election in 2004, 191 commuters were killed in the Madrid train bombings.
