Why would you be mad that he wants a barrier between your world and his? You obviously have some un-resolved anger issues and a backyard that has junk all over it. Nothing you can do but go bak to being lazy, smoking pot, and being a totally worthless member of society living next door to a very intelligent, crafty, and better-grill neighbor.
PS - You can do whatever you want to your side of the fence though.... It's your legal right.

I'd do the same thing if I had a neighbor that just hangs out and tries to trap squirrels and has a bunch of sh*t in their yard...especially if you think you can just stroll through his yard any time. WW is the fence on your property, or his? Even if it is his property, you can request an easement, that is, he can build a gate for you to use. If part of it is on your property, and he won't listen to reason, you still have the right for your own easement (which is simply temporary right-of-way). You might have to build a gate yourself but there's probably recourse available to you. If not, just make a squirrel bungee trap and fling squirrels into his yard, until he sees your point of view.

You mean to tell me this dude just up and built a fence? I bet he didn't even bother to ask you if it was alright. I mean what kind of a dick just builds a fence. I would never build a fence if my neighbor wasn't cool with it.
Where I live fences are usually something both neighbors agree upon.
Hell yes I'd decorate that fence. F**k him. If your inconsiderate neighbor is gonna build a fence, the very least he can do is allow you 50% of the project. You should be able to hang plants, paint it grey, put up naked pictures of Farrah Faucet....
