Approval of the Draft treaty of the ESM
(European Stabilization Mechanism) has major
implications for what remains of national sovereignty in Europe. The draft of

This 15 minute video, with English subtitles,
is a reduced version of the 25 minute production of version called "Save
Europe from the EU Dictatorship" ("Rettet Europa von der
EU-Diktatur") produced by BüSoTV Berlin (http://www.bueso.de/node/5727).
BüSo is the acronym for
"Bürgerrechtsbewegung Solidarität" (Civil Rights Movement
Solidarity). The BüSo is a small party in Germany which was founded by Helga
Zepp-LaRouche, and is part of the world-wide LaRouche movement. BüSo is
currently part of a campaign to stop the implementation of the ESM Treaty.
Hence BüSoTV Berlin produced this film.

with the signing of the so-called Fiscal Union by the heads of government of
the European Union and of the soon, forthcoming adoption of the treaty for the
institution of the European Stabilization Mechanism (ESM-treaty), the situation
of the EU and its member states changes dramatically and profoundly"

The omitted material in this shortened version
consists mainly of historical events presented in the original, full-length
film as forerunners to the current power centralization inherent in the ESM and
the Fiscal Pact structures. Some quotations from public figures are also cut.
On the whole, these cuts do not detract from the presentation of what the ESM
and the Fiscal Pact means for Europe and parliamentary democracy. However, the
cuts do make some of the general conclusions at the end of the video somewhat
weak, due to the missing infrastructure. For example, Giuliano Amato, former
vice-president of the European Convention, is quoted in the full-length video
as saying:
"...why should we not go back to the time
of Hobbes. ... The middle ages has a much richer humanity ... which can be a
model" (La Stampa).
This quotation would be behind a conclusion at
the end of the film that "- leading authors of today's European Union show
us that behind the Euro lies an imperial and mediaevally-erected
construct."
The ESM is an international financial
institution. Its Board of Governors is the supervisory council of the ESM. It
consists of the finance ministers of the Euro countries. It can transfer all
its powers to the Board of Directors of the ESM, the members of which are named
by the Board of Governors. Hence the Board of Directors does not belong to any
government, and they have complete legal immunity by the terms of the draft ESM
treaty (Article 27).
Germany is the central in the video since the
approval of the ESM, due to take place in July, will have major consequences
for the wealthiest power in Europe. Germany's proportional share of the basic
capital of the ESM would be 27%, or 189 billion Euros. Because the ESM can ask
for more capital at will, this basic capital is only the beginning (Article
10).
The film presents a number of consequences to
ESM governance of all finances of the EU member states. Among these are an
overriding of national constitutions and the removal of parliamentary powers
over national budgets.
