    You cannot leave things like discretionary power in the hands of people like Liebama. You cannot let them interpret meaning on their own, because their lack of integrity allows them to twist that power towards any end. That's why Obama said the total gun ban in DC was Constitutionally legal. Because it allows for "reasonable time and place restriction", and because he's a slimy lawyer, and the reasonable is subjective, he can say with a straight face that a blanket gun-ban is "reasonable".
