The flash is from a camera which takes a picture of a vehicle when a driver runs a red light. If you watch closely, from the beginning, you might notice how fast the truck is approaching the white limit line... the "flash camera" is only activated when the light is red and a vehicle drives over the plates, which are located under the asphalt - about 20-30 feet away and are responsible for cycling the lights, without stopping.
In a lot intersections, there are several sets of plates under the road; one far away from the lights and one right up close to the light.
If the light is red when the vehicle drives over the plates, the "flash camera's" computer activates and will take a picture of the oncomming vehicle if it's speed is too quick from the time the vehicle drove over the plates to the time it touched the limit line.
It will also record the vehicle's speed which might be printed on the ticket which comes in the mail.
Basically, the "flash camera" has functions which determine velocity and only has one variable to figure out so it's not that complicated to predict that it should take a picture based on the trucks speed. What's interesting is that those camera's are supposed to take three pictures... or at least, when I've seen them go off, they flash 3 times. I've never run a red light, but if you drive late at night around intersections that have these lights you'll see a bunch of really, really... I mean really bright flashes going off and it won't take anybody very long to figure the source.
I actually see them go off all the time which is why I stay far away from the limit line at red lights.... but most of the time, I see it take pictures of people who are turning right on a red light which is really strict but it's the law. If there is a "flash camera" at an intersection, there will be a sign posted in each direction, well before the limit line, to indicate that you should really follow the law at that particular crossing.
Anyway, what I didn't like is how that person in the black suv didn't stop when you know damn well that they saw that accident. Interesting to note that leaving the scene of an accident is a crime.... but besides that, it was just an immoral move not to at least check if both parties were okay and to not assist the driver not at fault. I would have definately pulled over ... I have an emergency road kit it my truck with flares and first aid included. I would have attended to any serious injuries and then stayed to make sure that the Farkhole who ran the red light didn't try to leave or screw over the innocent person.

thats in Canada, their left turn reds are not the same as ours, nor are their traffic laws. notice the traffic lights all the way on the other side of the road sand intersection, thats a canadian thing.
how do you not see both a red light and an oncoming car but be able to turn??? it not like he's not look WHERE to turn...just all the other varibles!...he's got to be drunk!

Yes, he took a left on a red. The flash could have been a radar at the intersection.
