Guy is luck to be alive. Even a small chain when breaking can kill you. If that thing would have hit him, I don't think you'd be able to identify him.

Looks like a support broke. Is that a bouy or small ship that was linked to this?
Must be noisy, as the guy didn't hear the 'snap', even as the chain was hurtling to him.

Scary shit man i delt with these chains in the Navy. just a couple links of those chains is about a ton. That guy that got out of the way probably had about 20 tons coming at him about 100mph...
