SEATTLE, WA (KPLU) - Organizers of an immigration reform rally intended their protest in downtown Seattle yesterday (Thursday) to end in arrests. But Seattle Police refused to cooperate, allowing marchers to block busy lunch hour traffic, and take their message to the street.
By late morning the crowd in front of the Jackson Federal Building had swelled - one hundred, two hundred, then three hundred gathered. Seattle labor activist Pedro Olguin said it was time to stand up for families and workers who live in fear of arrest and deportation.
Pedro Olguin: "We are here today to demand immigration reform to tell President Obama and Congress that they must lead and lead with courage."
They marched across the street - with chant and song - to the lobby of a skyscraper at Second Avenue and Madison Street. The office building houses Immigration and Customs Enforcement. There they took over the lobby for more than an hour. Seattle Police stayed clear.

Hundreds cheered the demonstrators willing to face handcuffs. One of them was a Seattle high school student, Magalia Reyes. She says families in the long wait for citizenship face unfair hurdles.
Magalia Reyes: "When it comes to having to pay for college, if you're an immigrant, you have to pay more."
The protest then moved outside, into the streets, blocking traffic and inviting arrest in view of police on motorcycles. Still, there were no arrests, no confrontations. Police redirected traffic and kept a safe perimeter for the rally as it moved through downtown. King County Councilman Larry Gossett was one of the demonstrators willing to be arrested.
Larry Gossett: "The fact that we didn't get arrested is not the most important point. The fact that we were unified, together; the message about why we were out in the streets in Seattle today, is getting out, that's a victory."
Gossett says it's urgent that immigrants are given a clear path to citizenship and families are not broken apart as they go through the process. Protests in other cities have resulted in arrests. Leaders of One America, the Seattle group that organized the rally, say this is the beginning of stepped up demonstrations to raise awareness of an issue they call a moral crisis. The owner of gProjects in Seattle will join thousands of immigrant supporters marching from St. Mary's Church in the Central Area to a rally at the Jackson Federal Building in downtown.
The Seattle event is part of a National Day of Action, in which marchers from more than 70 cities nationwide are calling on Congress to pass immigration reform they say would provide a clear path to citizenship, help unite families and ensure workplace and civil-rights protections.
"We are working on homes that customers are slated to move into in four and 11 days," Black said, adding that most of his 12 workers are immigrants. "But I felt it was important for me and for my workers to have our voices heard."
"At one point or another, we're all immigrants," he said.
The ralliers plan to leave St. Mary's, a Roman Catholic church on 20th Avenue South, at 3:30 p.m. and march west on South Jackson and South King streets and then north on Fourth Avenue.
The Seattle Police Department, anticipating between 4,000 and 5,000 people, will restrict traffic in the area as necessary, spokesman Sean Whitcomb said. The department advises drivers to seek alternative routes.
The march and rally are sponsored by a host of Washington agencies — including labor and immigrant-advocacy groups and church and human-rights organizations.
Immigration reform has become a rallying cry across the country. Bipartisan immigration legislation, under debate in the U.S. Senate, had appeared on its way to passage before stalling Friday — just as Congress prepared to leave on a two-week Easter break.
Immigrants and their advocates, from Los Angeles to Chicago to Washington, D.C., have been rallying in support of what they call comprehensive reform. Young people have joined in the action, with many high-school and middle-school students walking out of class to march and rally.

Groups opposed to illegal immigrants were threatening to protest outside the downtown offices of the Mexican Consul at noon today, although it was unclear who was organizing the protest and police officials said they had no knowledge of the event.
Today's National Day of Action also called for Latino workers nationally to walk off their jobs in solidarity, reminiscent of the 2004 Hollywood movie "A Day Without a Mexican." In the movie, California wakes up one morning to find its Latino population has disappeared.
Hilary Stern, executive director of Casa Latina, which operates a day-laborer center along Western Avenue, said there wasn't enough time to plan for a widespread worker walkout, so it will occur on a small scale, at least locally.
"We're closing down," she said, referring to both the day-laborer center on Western Avenue and the Casa Latina offices on Blanchard Street. "And of course our taco stand will be closed, too."
A more wide-scale walkout is planned May 1.

SEATTLE – More than 100 demonstrators demanding that that Pres. Obama pass immigration reform blocked off Seattle streets as well as people inside an office building. And they say they're prepared to do it again, soon.
The group started the day outside the Federal Building, but surprised some by moving into a building that houses an Immigration and Customs Enforcement agency office and court.
The group, including Seattle City Councilman Larry Gossett and El Centro de la Raza Executive Director Estela Ortega, locked arms during the noon hour and blocked the elevators. When some people tried to get through the human blockade, they were pushed away.
After that, the crowd moved back out to the street, where they sat in a circle at the corner of Fourth Avenue and Madison Street. Gossett was one of them and said he was willing to be arrested for the cause.
"I'm willing to take the risk because of the importance of the issue," said Gossett
The crowd chanted "Obama, you promised; you've got to keep your promise!" and carried signs that say "Immigration Reform Now" and "America Show Your Morals."
"We want Obama to live up to the promise that he made to the Latino community that he would address immigration reform in 2010," said Ortega.
The group was joined by religious leaders. Pastor Josefina Beecher said she often sees the pain of immigrant families.
"I'm a pastor in Mount Vernon and I deal everyday with kids who come home and their parents have been taken away," said Beecher.
By about 1:30 p.m., the crowd dispersed. There were no arrests.
The rally included a coalition of groups organized by the OneAmerica organization. Group leaders say they will conduct another demonstration in a couple of weeks. They say it will have an element of surprise and will be an escalation of what happened Thursday.
