he chooses to teach her a lesson via this ordinary citizen.

bro, 1 cop has made up his mind that he wants to kill you for example.

if you do not make a death threat
if you do not turn the system upside down

all you got is 1 cop assigned to your sorry ass

he is gonna come up with a plan to kill you
because you are not an american or because that cop simply hates you.

your choices are: wait until that cop corners you somewhere and say to you " no sir, you have to go " and shoot you dead.

and then write on the papers " i feared for my life, the subject was acting erratic "

so he can get away with murder like he has already 20 times.

or you can make a DEATH THREAT so more cops can look into the issue.

once you have 10 or more cops looking into the issue. at least 1 has international friends, thus he is going to report anything suspicious to FBI.

so the case grows
and you escape MURDER by crooked /racist cop.

The theory is perhaps this guy in the video made a death threat.
but perhaps he had no choice.

It is also possible some sicko neighbors reported this guy to the police.
the neighbors that know how to get killer cops to kill certain people.
