A budget request by Sen. John Kerry is raising some eyebrows.

Kerry wants taxpayers to spend $20 million to help fund an institute dedicated to Ted Kennedy.

The request for that money is found in the form of an earmark buried in a massive military spending bill that is currently moving through Congress.

There are plans to build the Kennedy Institute on the UMass Boston campus, right next to the John F. Kennedy Library and Museum in Dorchester.

It's estimated to cost $100 million.

The institute will house the senator's papers, a museum, an exhibit space, and a replica of the senate chambers.

The institute's president and CEO Peter Meade released a statement after the story was first reported by the Boston Globe.

"Like similar projects at state universities across the country, we also anticipate some public funding to support the Institute."

"While we do not yet know what the final federal appropriation will be, we are grateful to the Congress for providing this funding to complement the private fundraising effort."

$40 million in private donations has already been raised.

Kerry defended the earmark saying it's important to recognize Kennedy's enduring record of leadership.
