Tough to tell, but that didn't look like a flatbed truck. Therefore the tow dude should have had magnetic lights for the towed vehicle. Normally you put those on last when ready to hit the road. Setting those out early might have been wise. Even if the cable wasn't long enough (modern ones are wireless!) at least put the lights in the lane!

Looks more like the black car drifted into the median, possibly rolled, and came to a stop there. Tow truck probably just arrived and is stopped on narrow shoulder hopefully to set up flares. He is not even lined up to pull the vehicle. Dangerous as hell situation and good thing the trucker hit the brights when he did!
