Its just common knowledge that brutal punishment is not a deterrent to crime however it does make society feel better

They need to have public execution. It's essential to the act of executing prisoners.
In the USA which still publicly executes murderers. victims can attend and witness the death of the criminal.
Without public execution, people can bribe their way out of the execution. With no witnesses, they just blend away off to another city with a new identity.

@planesailing Here in the US, we have "Publicly Witnessed" executions by "lethal injection". I have my susspicions that some of the people the government claims they killed by lethal injection were actually given sedatives that make symptoms that mimic death, but leave that person alive so they can be moved into "special jobs" within the government. Take a guy like John Wayne Gacy. Where are you going to find another guy that likes to torture and rape other men? Nee More..
