The proper setup is to have at least 4 feet of chain attached to the anchor,followed by rope,which is callled a "rode".
So he could be dragging the rode,chain and anchor,which is most likely what happened.

That looked like 5/8 inch anchor rode. That has a breaking strength well over 10,000lbs.

Why would they be hanging the anchor just blow the surface? Especially knowing there are whales about... Surely the anchor should be on the sea bed so how would the young hampback whale get it stuck in its mouth??!!
