The Rich have been practicing "redistribution" for centuries now. They do it by buying our elected officials to get loop-holes, incentives, rebates, write-offs and subsidies. Those funds come from us tax-payers and are redistributed to them. 5 Billion to large farm corporations for example.
The old farm joke goes like this, "How much are you not growing this year? Well, last year I didn't grow 100 acres of wheat, this year I'm planning on not growing 200 acres!"
