Bob - sorry, mail in votes sometimes are NOT counted.
When a vote is challeneged, I think by either political party, the votes are considered suspect and often are thrown out; using the excuse that there is NOT ENOUGH TIME to investigate these votes.
I believe there are a certain number of challenges allowed. Kinda like a lawyer uses to dismiss jurers before a trial.
This is how over seas military persons votes are nullified.
Look it up, I may be wrong.
