FOUND HIM!!!: The building on the right, looks like second floor on the corner. The sniper is just left of the dark pole in the corner room. You can see a soccer-ball-sized tan bloom of the blast just over the balcony. Anyone see him? He's all the way in the corner.

There is a dark pole on the right with two things sticking off of it. Just to the left of that is a CORNER ROOM. The blast is on top of the balcony at the VERY corner. No doubt.
EDIT: Actually, you can see him moving around the whole time, until just before he fires.

OK kiddies, I think I found your sniper. This brings back some fond memories. Enlarge the picture to full screen. Start the video, immediately place the cursor one third the way down the progress bar, this is so you can run that portion of the video over and over, just don't let the progress bar reach the finish point.
