Looks to me like she didn't merge correctly in the middle lane and deciding to jump in the fast line, no chance for her to see them coming with the view blocked by the mini-SUV behind her!

Scooter.
I drive a scooter daily. Lane splitting is more of a "do it but beware" type thing. Should be illegal.

Legally that was the driver of the white car's fault. The scooter had already taken the lane, so it has the right of way. She has to yield to vehicles already in the lane. Morally it's 100% the scooter driver's fault, but the law doesn't care. That's just the way it goes sometimes.

@davevan To me it seems that the scooter driver had not taken the lane, as he/she is driving between the cars from both lanes. You have taken a lane when you are driving enough time with no other vehicle beside you in the same lane, so that other drivers can notice that. It's totally biker's fault.
