He was actually tapping his helmet, which is the universal motorcycle signage of "COP IN THE AREA".
What I don't understand is why he missed the red light, it's called TARGET FIXATION. He was too busy paying attention to the cop, going to fast, and failed to see the light/cars until the last minute.
