US taxes are so high on cigarettes that they now sell for outrageous prices. It's approaching the rate people pay for marijuana.
So, cigarettes become a high-value target for theft.
A tractor-trailer load of cigarettes can easily be worth over $5 million.
The actual manufacturing cost of cigarettes is extremely low. In the 1960's they cost around a penny per cigarette; and they were ALREADY heavily taxed.

@NotJim Fair point mate... I supose it was a victimless crime and the insurance will pay out...
We pay around 80% Tax on smokes over here.
On average a pack of 20 costs more that £6.30 per pack. Which according to Google works out at exactly $10.2123
And £6.30 is for one of the cheapest brands....
