There's no animal cruelty in this video, the bear lost its mother so the handlers are training it various things of which its mother would have taught it which includes the necessity for it to fend for itself so it can be released back into the wild, this process involves having the bear socialize with other animals at a young age. This is a working method, and it's common in humans too - the best way to overcome your phobias is to face them.
