    • @mc540 Without backstory it's hard to say who's right and who's wrong. What if he was selling, say, sewer rat meat as kebab in that stand, with no health inspection and license? What if your kid ate that garbage, got sick and died. Get my drift?

    • @ka50 You don't need no background story. The vendor is simply trying to make a living. Getting a permit and license will require you to bribe and buy your ways out.

      These "enforcers" are very common, their goal is to ruin those who don't pay up, legally too.

      Very common in China, only reason why you don't see these is the video gets removed before it spread outside the country (censorship) or the poster of the video fears for his/her own safety as there are special agents arresting More..
