Low-rider bus... It's probably just one or two fat-asses on the bus that is making it scrape the ground. Notice how it was only scraping the ground on one side. It could also just be the hydraulics, where many city buses have hydraulic systems that lower one side of the bus at each stop in order to help the elderly and handicapped get on the bus.
