All people on bikes need to be registered and insured, with a PLATE, so they can be identified. You want to use the road, you pay your dues like everyone else AND be held accountable for your actions. I doubt he would be so fast to punch off mirrors if he knew someone could jot down his plate and he would be visited by police later.
The registration fee only needs to be enough to cover the cost of the plate. The plate & insurance are the important part. It would be nice to be able to identif More..
