PENSACOLA, FL - BP has only paid out 22% of the claims made, due to the impact the Deepwater Horizon explosion has had on the areas economy. Not only is BP adding to the ever growing population of the poor, they're still trying to save money and hiding behind a so-called National Archeologist law that will not allow them to dig up the oil they buried with sand, so they wouldn't have to clean it up and add to the fine they're suppose to get hit with, per pound.
