A lot of military training facilities have gizmos kind of like this, though I've never seen one exactly like this. They are used variously for physical conditioning, confidence building, team building, problem solving, or to test whether individuals can cope with various physiological issues that might come up under combat conditions.
But mostly they are good for convincing the soldier that by completing the training course, he can handle any other challenge thrown at him.
