Dunno. There wasn't much info with this clip other than it may have been a drill, hence the crowds lining the street.

I think that might have been Euclid Avenue. Notice in the second part there was an arched entryway on one of the buildings that looked like one of the arcades. Can't be sure, though.
What got my attention was that they took care so that every pump as well as the hook and ladder had a matched team of horses.
