Due to Rudy getting shot down, american forces did not begin to invade Cuba. There were actually many tactical nukes already in cuba to counter an invasion force yet the US military did not know this. If the US did invade they would have been annihilated by these smaller nukes. This would have meant most assuredly that the US may have initiated a first strike against cuba and the USSR.
