@skyhawk53 I wonder why she didn't mace all the other people walking peacefully down the side walk, minding their own business? Even though possible excessive force was used, this would have never happened if Shaggy and Scooby would have not challened her continually. It makes you wonder with the camera set up, if they wanted this to happen.

I think you are right.
The loud mouth wanted to antagonize and bait her, while the camera recorded her reaction. I think it was all a set-up. He was looking for some propaganda to use against the poloce for the benefit of his cause.

Being French, I can tell you now that she didn't anything other than telling the camera guy and the first guy she pepper sprayed that if they come close to her, she'll arrest them. So I think she may have been suspended for pepper spraying innocent people.
