For comparison with Obama's speeches, this 2:30 minutes excerpt of a speech by Gen. de Gaulle of France shows how he uses the notes he holds in hand. He's not trying to hide them and pretend his memory is perfect, or that he makes it all up as he goes.

I hope that those who don't speak French will notice the oratorial skills he displays with his tone that keeps the listener's attention, his stance, ample hand movements, and his unapologetic use of notes that shows great self confidence. You can be sure he wrote his speeches himself, he was a gifted writer.
