I have been a greenskeeper in the golf course industry for nearly 20 years and I've seen this a couple of times.
This is being caused by too much water under the turf. The roots of the grass have interwoven into a mat as a healthy lawn should, and the excess water in the layer under the grass is pooling under the bulge.
( like a water blister basically )
cut a small V shape in the turf about six inches long with a steak knife, and lift the point out to drain it.
It's probably caused by a bur More..
