Syrian opposition figures were at a rare meeting of anti-regime groups held in the
government-controlled capital Damascus, discussing terms of surrenders with the Syrian goverment.

Ambassadors from Iran and Russia were in attendance. The regimeauthorized the conference to end the Syrian conflict quickly.
