Check out those laughing goons in their shorts and muscle T-shirts firing off those guns. Disguisting. Best sign of the deteriorating morale and cowardice of the Assad army.
It's clear that by firing such heavy artillery on urban areas full of civilians, that most are going to hit civilians and their homes, since artillery don't have close to any pinpoint accuracy.
Some might argue: "Oh, then the rebels should not hide in urban areas". Is that really a proper argument? Imagine if, let's say Al-Qaeda were hiding in Sydney, or New York. Would it be logical for the US or Australian armies to fire thousands of shells into these cities? Or would it be more logical to send in APCs, Tanks under soldier cover? Isnt it also logical that by shelling civlian areas, more people will turn against the regime? Think about it.

To be honest, this doesn't look all that much different from other videos where artillery is being fired during a war in the middle of the summer (Afghanistan is one example)...people are all clad in T-shirts and shorts because it is hot.
