OK, my take on it is this.......this is in the UK, most likely West Midlands , going by the snippet of the little girls voice that can be heard. The women at the rear of the limo look to be Indian and look like they are going to get into the car. The little girl actually says "David, it's a wedding" Therefore i would presume that this car is in fact a hired limo to be used for a wedding and not actually anything to do with roma gypsies.
