I think it is a makeshift rocket launcher with propane ignition/ejection, a really dangerous contraption, because it can blow up the rocket before it starts. Maybe they found the rockets somewhere and didn't have the launcher for them, so some genius came up with the idea to use the cooking gas and a metal tube. :)

Did you notice that they use 2 different gasses to do that? There seems to be a continuous feed of propane from the small canister and that other canister is propably for oxygen and it is fed after propane is ignited.

@Sjumppanen If it was oxygen it would explode. It must be something else that reacts with the propane to fire up the rocket. The sizzling sound at the end comes from some sort of rocket engine which led me to the conclusion they are shooting rockets or rocket propelled grenades.

What do you mean by "it would explode"? That pipe would rupture due to the pressure or that gas inside that pipe would explode? In either case i don't think that the mix of gasses is optimal for a detonation (speed of the burn exeeds the speed of sound) and whatever they are firing with that doesn't fit all that well to the pipe so there is no real danger to the pipe.
I don't know about sounds as i tend to watch these videos without sounds.

@Sjumppanen It wouldn't sound like a rocket, but like a cannon (if the pipe doesn't burst) or like a bomb (if the pipe bursts). Exploding gasses with oxygen cause very severe damage because they react so quick. They don't have to be enclosed. A guy here put hydrogen and oxygen in a simple plastic garbage bag and managed to burst all windows in a radius of a few hundred meters on New Year's Day.
