The infantry likely does not want to be outside of the protection of their vehicles. While a BMP does not do well against AT weapons it is generally decent enough to protect against most small arms along most directions.

Most small arms are going to be 7.62 or less. Particularly in an insurgency. The armor is enough to protect against the most likely thing to kill or injure you. Thus the infantry like to stay in it.
