There is a steel plate on the bottom of the pole as well as the top of the pole that he sits on. The bottom plate balances it to the ground. You can't see it because its cover with the rug. Its kind of like a hospital table that patients eat off of in their hospital beds.

This is an old trick, I actually saw Sigfried and Roy do this in Las Vegas, being in the first row, you can see how it's done: The staff is attached to the ground. Attached to the staff is a little seat that the person sits on, but manages to cover up with his clothing.
