No, their penal system is just fine. If you kill, rape, assault, or steal this is where you go. Most minor crimes are not even punishable by jail time in Venezuela. If US and UK prisons where like this maybe there would be less crime. And in most US prisons, this fight would of ended with a dead prisoner.
