Not as stupid as you think. People get FILMED shop lifting, robbing and pickpocketting all the time, getting caught is a lot rarer than getting filmed. Considering this guys talent at pickpocketing he most likely wasn't stupid enough to do it in a shopping center that he goes to frequently or that is in the same town he lives in etc.

@lucidx1 Yeah I suppose you're correct, unless someone bothers to check the tapes or views it as it happens just goes by without any notice. Chances are that the lady just happened to know she had her purse before she went into the store and went back when she discovered it missing.

Even with live monitoring there is only so much a store can do. Retail stores have very limited apprehension policies because their workers don't have the privileges of police officers or the brazen authority either, any chump with legs can outrun a store employee.
